
PAS 2035 is the UK’s domestic retrofit standard that sets the roles, process and quality framework for safe, effective, whole-house upgrades (Assessor, Coordinator, Designer, Installer). It was introduced in 2019 and has since been updated, ensuring projects are assessed, designed and delivered consistently.
At Eco Sure Energy, we work to PAS 2035 so improvements complement each other (fabric, services, ventilation) and support a lasting EPC uplift.
A qualified Retrofit Assessor visits to capture detailed information about your property—construction and fabric, current condition (including damp/condensation risk), existing heating/hot water, lighting and ventilation, plus occupancy details and any special considerations. They’ll typically need access to all rooms (including loft, basement/cellar and attached garages). Assessments can take up to around 2.5 hours depending on the home.
We use this data to identify appropriate energy-saving measures and to avoid unintended consequences (for example, ensuring insulation and ventilation strategies work together).

Your Retrofit Coordinator oversees the project end-to-end—assembling the whole-house plan, aligning roles and evidence, and making sure designs and installations meet PAS 2035 requirements through to handover.

Our Process:
ECO4 is a UK Government scheme administered by Ofgem that funds approved energy-efficiency measures for eligible households. The scheme runs until 31 March 2026. We pre-check eligibility (including LA Flex routes where your council uses them), confirm details at survey, and manage evidence for supplier sign-off.
Why it helps: qualified homes can receive funded measures with no upfront cost for works within ECO4 scope; anything outside scope is quoted in advance.
